Residency by Investment Program
About the program
Portugal is an ideal location for raising families, conducting business or solely for travel. Offering a rich and diverse culture, Mediterranean climate and a safe and stable environment, Portugal often listed as a sought after location to live and work. Portugal’s stable and fast-developing market is a path to the entire Schengen zone which offers many opportunities for investors.
To be fit for residency, the primary applicant must be over 18 years of age and meet all application conditions, including being of good character and sound health.
Investment Options
In July 2015, through Act 63/2015 and Regulatory Decree 15-A/2015, the options for required investment were revised, and new ones were added:
- Acquisition of one or multiple properties
- Acquisition of one or multiple properties older than 30 years or located in areas of urban regeneration. The value includes both the property and investment in the refurbishment works.
The investment amount may be reduced by 20% for both options if such investment is made in low-density population areas.

Additional Costs
The fees associated with this program cover the service and legal representation of the principal applicant and all qualifying family members throughout the temporary residence application process. Additional fees are applicable depending on the investment option chosen.
Property Transfer Tax (IMT): up to 8% (depending on the purchase price)*
*6.5% for non-habitational purposes.
Annual Property Tax (IMI): 0.3 – 0.8%
Additional Municipal Property Tax (AIMI): 0.4 – 0.7%
Stamp Duty: 0.8%

Benefits
The benefits of obtaining residency in Portugal, among others, include becoming a permanent resident or citizen of Portugal after five years as a temporary resident. Additionally, living and work in Portugal freely; including family members, such as spouse or partner, dependent children and dependent parents in the same application and extending the benefits to them plus visa-free travel within the Schengen member states.
